A ship passing through the Panama Canal consumes some two hundred million litres of fresh water. The water comes down from Gatún Lake, fills the chambers, then runs to the sea. It does not come back.

The canal does not carry ships across. It lifts them.

Gatún Lake is artificial and sits twenty-six metres above the level of the oceans. A ship is raised twenty-six metres at one end, crosses the lake, and is lowered twenty-six metres at the other. The isthmus is not crossed. It is climbed, then descended, and every step is paid for in water.

Suez has no locks. There the canal runs at sea level from end to end, and a ship using it spends nothing but its own fuel. The two works render the same commercial service and do not perform the same operation. One opens a passage. The other manufactures a difference in level and pays for it, lockage after lockage.

In 2023, Panama goes through one of its driest spells since the 1950s. On 1 January 2024, the level of Gatún Lake is lower than on any first of January on record, roughly six feet below the previous year. The Canal Authority cuts traffic from thirty-six to twenty-four vessels a day.

The works had not changed. The locks were operating, the channels were clear, the crews on station. A third of the capacity vanished because there had been less rain.

An infrastructure carries several limits and is bound by only one at a time. Under normal conditions, the canal's binding limit is lock throughput: how many chambers can be filled and emptied in twenty-four hours. Under dry conditions, the binding limit becomes the stock: how many chambers can be afforded. The two are not measured in the same unit and do not fall under the same authority. The first belongs to engineering. The second to rainfall.

The capacity of a motionless object is a meteorological variable.

The constraint is not an episode. In 2026, after a further shortfall in rainfall, the Authority cuts transits from thirty-six to thirty-four, then to thirty-two from 15 September.

Engineering answered. The widened locks, in commercial service since 26 June 2016, are flanked by three lateral basins per chamber, which recover and reuse up to sixty percent of the water on each cycle. The device reduces the spend per lockage. It does not change what the works are: a hydraulic machine whose consumable is the fresh water of a catchment.

On 8 November 2023, Japan's Eneos group wins a transit slot at auction for $3.975 million, on top of the ordinary tolls. The previous record, in November 2022, was $2.6 million. In 2026, an LPG carrier reaches $5.3 million, close to a hundred times the median auction price.

What changes hands at that price is not a transit. It is a place in a queue, and the queue exists because there has been less rain.

The ordinary toll, for its part, is calculated on the vessel's tonnage and capacity. The real spend depends on the geometry of the chamber and on the difference in level, not on the value of what passes. The operation billed and the operation performed are not measured in the same quantity, and the gap stayed without consequence for as long as the water appeared free.

Gatún Lake is not only the canal's reservoir. It supplies drinking water to more than half of Panama's 4.3 million people, Panama City and Colón included.

Every lockage is drawn from the tap.

Doctrine

Every work performs an operation that is not the one its name announces. The name states the commercial function. The physics states the real operation. Between the two sits a consumable the name does not mention, and which stays free for as long as it is abundant.

A system carries several limits and is bound by only one at a time. Its capacity is therefore not a property of its construction, it is the outcome of a ranking among heterogeneous constraints. That ranking reverses without anything moving in the works, and it reverses under causes that fall under none of its authorities.

The forgotten consumable ends up receiving a price, and that price measures neither the cost of supplying it nor the service rendered. It measures a place in a queue. What was counted nowhere becomes what trades highest, without ever appearing on the bill for the service itself.

Open vector

Gatún Lake feeds two systems that do not speak to each other. A trade route carrying a share of world commerce, and the drinking water network of more than half a country. Projected canal use doubles by the middle of the century.

The two uses cannot be arbitrated in the same unit. A transit slot has a price, and it has been seen to climb past five million dollars. A litre at the tap has no counterparty able to bid. When an arbitration sets a quantity that knows how to quote itself against one that does not, the outcome is not settled on the relative weight of the needs.

One stock feeds a world route and a national tap. Which of the two is the by-product of the other, and by what authority is that settled?
